personal opinion

i think using Poppy's R uncharged should have reduced cooldown. if we look at it now it is like this:

use R charged: send enemies flying. 140 sec cooldown overcharge and not use it: no effect. 30 sec cooldown

i think using R uncharged should have a 70 sec cooldown. that way it is balanced for it being uncharged, which is just a simple knock up.

edit: was wrong on cooldown fully charged.
