Why Low Elo need to be included in balancing

That aside I was reading through the comments and saw that many players were calling for zero balancing for bronze and iron players. According to league of graphs this is about 20% of leagues population. Now don't get me wrong balancing for these players should be the lowest priority, however not caring at all is not the way to go. Take Amumu he is crazy good in low elo but mediocre at best in high elo. Personally I think someone like him should be nerfed cause since he isn't good anyways in high elo I think super simple champions like him and garen, in other words champions with low skill ceiling should be balanced near exclusively for low elo while high skill ceiling champs should be balanced for high elo and pro play. The reasoning behind this is that high elo/pro play are fundamentally different for example raw mechanical skill cannot win a pro game where it can steamroll one in iron. This difference is why balancing league is such a nightmare because the pro/high elo scene is more important yet a minority. I think the clear way around this is to dedicate some champions to low elo balancing and some to high elo balancing. I think this would be the best way to both reward mastery of high skill champions yet still keep the game somewhat fair for the majority of players.

Why shouldn’t low elo players improve rather high elo be dumbed down?

Thankfully, Riot doesn't listen to the boards, since they only care about what'd benefit them personally most. They don't care about actual balance, they care about their champions and their lanes being the most impactful at their tier and absolutely nothing else.

Riot does what makes the most sense - They keep anything from being too overwhelming at all except the very bottom (since it's virtually impossible to balance for brand-new players). It leaves some people able to still make them work at most tiers (people still make Shen and Ryze work just fine in low tier), and prevents you from having to main them to do well at other tiers.
