Increase the punishment for dodging in the PBE

I'm tired of the people who keep dodging because they don't get Senna.

It's literally a coin flip. Your team needs the first pick to even get her, and in order to play her, you need to either find that rare kind person that will pick her for you, or be the person doing the pick. Leaving in champ select doesn't increase your chances of playing her, it just makes everybody get into games slower.

Dodging repeatedly should get your PBE account privilege revoked. If you're not going to be a good sport and let people play with the changes instead of actively stalling the queue, then you don't deserve to be on the PBE.

There's so much to test other than Senna. Energize rework. New support items. New lethality items. Conqueror/Aftershock/Kaleidostone. Presence of Mind on energy champs. The new dragons. There needs to be a harsher punishment for the people who can't suck it up and let others have a turn with the new toy and play with something else that's new.
