suggestion about junglers

I have been playing lol for so long, and for as long as I remember there was a problem of which a jungler might forget to put smite before game starts. resulting in a "almost" 100% lose.....

and since these days u can pick ur role before game start. why does it not automatically give the jungler smite ? I mean CLEARLY riot doesn't want a junglers to play without smite which is why xp is much less without it. my suggestion is simple. for those who pick jungle role force smite on them but let it be "changeable" on the pick phase so if they switch lanes with someone they can still take it off. but as long as someone gets jugnle, then smite will be picked automatically until changed
