nidalee can't stack the tear even in 30 mins ?

hello there

so i understand that couger form abilities might have been stacking the tear so fast. but with that removed "and I don't know how long it have been removed" it's nearly impossible to stack the tear in a game.

I have always thought that the tier is created especially for champions like ryze / ezrael and nidalee " even if only slightly for nidalee"

so what's the big idea ? it's so impossible to stack the tear in nidalee it's as if we are told "don't purchase it this item is not for u ?" I think cougar form should be able to stack the tear again.
