Why is early surrender the way it is?

I haven't played league for that long but one thing that has always bothered me is that the early surrender vote lets one person just be mean and not surrender and let us find actual games we're we can have fun in. I'm not saying we can't turn some games around, but sitting here 2/10 with the 2 kills going to someone who's flaming everyone isn't fun at all. It makes me not want to play and it just devolves into everyone blaming each other and saying so and so is the one not surrendering . So why isn't it a vast majority vote? Why let one person just decide to keep us here an extra time because and bring everyone's moral down as the games goes from 2/10 to 6/30+

Because sometimes losing that game is not equal for everyone, someone who just got promoted and sitting on 0 lp would obviously be willing to throw in the towel way easier than someone whos 1-1 in a promo series, even if the game is semi- comebackable.

i think you mean: "the early surrender vote let's one person hold us hostage by not surrendering and not letting us find a game where we can win"

cause no asshole would call an early surrender unless they think (not know) that the game is unwinnable and would rather find a new game asap instead of sitting there wasting time. do not lie. players only care about winning and if they think (not know) they can't win a game they go "fuck it" and call a surrender instead of playing to the end.
