Does the riot skin team ever look in concepts and creations?

I'm curious because I have seen WAY too many fan made skins go unnoticed by riot, and i'm wondering how often they actually look at the concepts and creations area of the boards.

Probably, but I'm pretty sure they're not allowed to use any of them anyways, even if the creator/artist says it's fine.
