my desire to report is inversely proportional to the number of times i'm asked to
spamming "report" just makes me want to report the spammer more than the alleged flamer

Just so you know, it doesn't matter. 1 Report is the same as 9 in a game. Riot's report system is literally just a yes or no checkbox of "was this person reported this game".
