It only costs 2100 gold and has a pretty good low cooldown active. While it might not give the best stats, on a champion who has utility and doesnt need the high stats and benfits from movement speed it is a really good pickup (Examples:

Sure there aren't a lot of AP stats behind it but there's no condition needed to max out the stats and I believe it isn't rapidly decaying like spellbinder.
