That's how much an AD assassin (or Lethality Marksman) will be able to penetrate with 3 Lethality items, Lord Dominik's and Sudden Impact come 8.11.
There are 23 champions in the game with more than 98.5 base Armor.
Even with only 2 Lethality items and Impact, they will still be able to penetrate 70.8 Armor down to 0.

Lethality is a unique passive, so at most, you can only get 28 lethality at most with items (
and one of the following 
or 
).
Last whisper are percent based armor pen, so it is reliant on how much armor the target has.
And sudden impact gives 10 lethality upon entering combat in a certain way.
I think your math needs updating.
Nice statistic. I'll remember that next time I play so I'll know how little an Assassin is doing to my 200+ Armor. Or maybe when I'm playing ADC I'll remember to build Guardian's Angel cause of this. Or just get flat out damage reduction with Death's Dance and Phantom Dancer.
every single archetype of champion has at least 1 armor item available to them. at the very least, anyone can fit 
into their builds.
How in the hell are you reaching those numbers?
Impact is 46 Lethality, which is only 46 flat pen at level 18.
The most Lethality possible is 74 with impact and an extra added in.
%Pen is applied AFTER flat pen, meaning 98.5, reduced to 24.5 is then reduced by 35% to 16. Being realistic and not including dirk, it's 34.5 that is then reduced to 22.4
And of course, ignoring the fact that every class has at least two viable armor items
keep in mind edge of night is highly situational and usually not even an optimal buy since the magic resist was removed
Edge of Night is very niche and not bought often.
