SEVERE lag problems since latest patch (5.3) HELP

REPOSTING HERE SO MORE CAN SEE

I have had bad lag ever since the latest patch. It doesn't make sense why because my ping sits at 26-30 constantly, but I still get hard lag. Like so bad it freezes for a few seconds then unfreezes after all the action has happened with me not being able to see any of it. This happens constantly throughout the game, mainly starting at about the 4 minute mark.

My download rate is 32 mbps so I am pretty sure it has nothing to do with my internet; that and it also just started after the 5.3 patch.

Is anyone else having this problem, or is it really just me? This is making the game unplayable, so I would really like to know what's happening if anyone has any idea.

Did you check your FPS? A freeze and unfreeze sounds like FPS.

Your download wouldn't be the problem. It'd be your upload. Where at are you located? Seeing how you have around 30 ping i'm guessing you're on the west coast.
