I have bizarre lag/frame skipping that started just after the most recent patch

Whenever I play this game, I get this intermittent "lag." I put quotes around lag because I don't know whether or not it is a frame skip problem, or latency, but I think it has to do with latency because I do notice my ping going up rapidly, but it still says my ping is at 26 or 27. It also will spike to over 400 at random point for no reason.

Anyways, my game, whenever I am in any sort of combat, freezes for a second or so, then un-freezes; after which it "catches up" with what has happened since I didn't see any of it happen. When it isn't freezing (which is rare at this point), it is very jittery, almost as if I am going from 26 ping to 400 then back again immediately before I could even see the change in ping on the ping bar if there was one. I don't think this is a problem with my computer; it is more than capable of playing this game and many others without problems. I thought it may have had something to do with internet since it seems more like lag than anything.

I am starting to think this may have something to do with the game, though I don't know what it would be. If I had to guess it would have to have been caused by the latest update. This only started happening 3 or so days ago...right as the patch was released.

I don't know if anyone else is having these problems, but if you are, I would like to know.
