How to make Talon's E a thing again:

It already has a damage boost and a slow. In lieu of giving it the silence that Talon requires, maybe a quick and brief speed boost would work just as well to help him get in/escape/dodge skillshots. It would add even more conditional mobility to his kit.

Or if he successfully kills the target while the damage buff is active on it, double the speed boost, or reset E's cooldown, or combine both of those with a mana regain percentage.
