Sona is hands down the strongest champ in ARAM.

The one thing about Jhin in ARAM is snowballs. They don't even have to hit you. They could use an ally to hitch a ride to the squishy ad. Besides the Traps that give vison to brush and allow for picks, long range, high damage, and executes. He is surely balanced. Jhin Jhin Jhin Jhin

Jhin is unfair on the Howling Abyss, he is perma in Poro King if you want to have any fun at all. Jhin is balanced entirely around Summoner's Rift having multiple lanes - he is impossible to do anything to without flanking or killing the rest of his team so he has no choice but to come to you if he wants to salvage anything from the fight. As such, Howling Abyss gives him all the advantages he could ask for (I can influence fights from 3k range with no way for you to respond! Yay!) without the main form of counterplay, which is coming at him from different angles.

IMO he is easily the most oppressive champion on the map that isn't a tank or maybe Sona. And even Sona feels more fair because the counterplay is there, it's just difficult to actually make use of it given how strong she is. If Jhin ults on ARAM there is nothing you can do except run around and hope you can dodge, which is incomparable to Summoner's Rift where there's actually the possibility of leaving the ult zone and of champions on your team finding ways to get to him without him noticing. The tools you're supposed to have to beat him just aren't given to you on that map and you end up just having to hope you can overwhelm the rest of his team.

I wish ARAM balancing was a thing. I know it's just a fun mode but the balance on that map has only gotten worse over the years and it feels like the majority of champions released over the last couple of years have been either completely worthless or ridiculous.

So it's not just me. Awesome!
