Fiora nerfs
Honestly I think Fiora's strengths are fine where they are, but her weaknesses are a bit harder to exploit than they should, as often a single tank isn't enough to keep Fiora off an ADC or mage.
Fiora is also a duelist, so I think her ability to escape a fight should also be nerfed.
Changes:
Passive movespeed: Removed. E slow: Slow is increased by current movespeed buff from E (20%+10 per R rank, up to 50%). Total of 80% slow at rank 3 ult, decaying to 30% over 1 second).
Passive movespeed removed makes it harder for Fiora to Q past a tank and run to the back line and slow them with E and proccing another Vital with R and getting even more movespeed. However, her ability to stick to a target is kept by transfering the movespeed buff into a stronger E slow. This is a nerf in several ways, as the slow lasts for almost half the duration of the movespeed, and she can no longer get permanent movespeed by continuously proccing Vitals, say whlie ulting. In other words, it's much easier to dissengage from her ult, and slightly easier to dissengage from her without her ult.
This amplifies Fiora's weakness at teamfighting.
R: Healfield no longer heals allies.
No more cheesy AoE heals when Fiora Q's a single Vital on a tank. Also, movespeed inside the field is gone because it was pretty meaningless as well. It basically just let her run away from tower after tower diving faster.
Q: Only reduces cooldown by 60% if it hits a champion. Cooldown changed to 12 seconds at all ranks.
Fiora's ability to escape by Q'ing away and getting it's 60% CD refund from hitting a minion is a little strong, as is her ability to chase by Q'ing forward with minions. This further emphasizes Fiora's low threat range and provides counterplay by getting out of it's range. The cooldown change means that the cooldown won't be too long early game when she's only got ~0-20% CDR, while it stays a meaningful window of weakness if missed. The increased cooldown (if Q hits a minion) means her Q'ing to farm is also slightly nerfed, as Fiora in those match ups should not have as easy of a time farming.
E: Cooldown increased to 13/12/11/10/9. NEW: After proccing the crit, Vital damage is amplified by 10(?)% for the next 3 seconds.
Fiora's E cooldown is a little low providing how much burst it gives, although the DPS isn't too powerful. The increased Vital damage means her DPS isn't hurt while her burst is weaker.
