I'm pretty sure the dragon RNG is not actually random...

It's like the psuedo RNG with crit chance... but if you do get a dragon you have a better chance of getting it again. This is nice and all because snowballing teams can snowball even harder with 3 cloud drakes or 3 infernal drakes in a row (cloud is not useless, 45 movespeed is amazing, it's like having another pair of boots.)

it's not %, it's flat movespeed

aight. It still sucks that the movespeed entirely disappears in combat though.

About the random, I really don't know, I suppose there should be statistics made to check that, or simply ask Rito what kind of random they use, would be much simpler (I don't think they'd bother lying, it would make no sense)

doesn't matter though, if anything ocean has been put in the dirt it's just complete garbage. cloud is great for rotating lanes or going to objectives

Well Ocean is weird. The sustain it gives is kinda bad at one drake, ok at two drakes and incredibly good at 3. Stacking them is great, but having only one is useless.

the rotation difference is like 2 second at most going from bot to top so is just mostly useful to get the engages/force the enages more than rotating.

That would be a statistical probability.
