Can we Cap MS?

Just played a game where the opposing ADC had a draven + yummi. Now I don't claim to be a perfect player but the draven I feltappeared to be walking right outside of my spells when they were directly casted on him. TBH it felt like the draven had item 3142 active 24/7. I was playing Xerath

Any insight as to how MS can be capped? perhaps make it a unique passive? the stacking of MS after MS made him impossible to kill. We were able to get him a few times due to lucky spells, slows hitting him etc but still lost the game.

Edit: Would like to clarify as some players are attempting to conflate this argument with player skill. The argument is solely based on the fact that MS has a high presence in the current league meta. Too much of one thing in the game upsets the balance, reducing the effectiveness or omitting certain champs. If said champion has a MS of 500-600 the margin of error increases significantly for a skill shot player. I'm not asking that MS be capped severly or removed from the game but riot does need to introduce a cap to provide a healthy balance.

It already has a soft cap. Furthermore, half the point of Xerath's design is that it's easy to dodge his abilities, especially since his rework.

if he's out of range of an xerath ability then he's out of range to hit you.

you can either git gud and learn to land your skill shots, use champs that have point and click abilities or rely on a teammate that has one, there's rylai's to help abilities slow on hit or even item 3905 to send ghosts after them,item 3030 any of these 2 with or without glacial and they'll never move again.

Movement speed caps When the raw movement speed is greater than 415, there are two soft caps applied:

The raw speed between 415 and 490 gets multiplied by 80%. The raw speed over 490 gets multiplied by 50%. The two ranges have their reductions applied at the same time before being added back together.

As an example, if the calculated raw speed is 600 before soft caps kick in, it is reduced to (600 − 490) × 0.5 + (490 − 415) × 0.8 + 415 = 530, which means an 11.7% reduction of the original movement speed.

There's also a minimum speed cap of like 190 ms so 70%+ slows are basically just to screw over champs with movespeed buffs. 110, it actually shows the slow formula right below boost's one.

Movement speed already has diminishing returns and a soft cap. Some champions rely solely on movement speed so you probably would want to nerf it because you're an immobile skillshot based champion but that's not fair to assassins or marksmen.

This is 90% of the reason skill shot reliant casters like Vel'koz, Lux, and Xerath perform poorly above Diamond.

The amount of movement speed in the game is too high for them to function, and the more movement speed a champion has, the easier it is for them to avoid every skill shot, while there isn't anything the skill shot champion can build to counter it. After a certain point in the mid to late game, landing anything becomes too reliant on the opponent misplaying, and aiming well becomes largely irrelevant.

This probably needs larger changes than just capping MS, since those champions need the movement speed in order to function against juggernauts, and juggernauts wouldn't be viable if theirs was reduced.
