There are 2 things at play here.
1, Everyone hates burst and snowball meta.
2, Most people seem to prefer game lengths to be over 30 minutes but under 40.
These two things would be seemingly contradictory, but they really aren't.
You don't need burst meta to keep games short, you don't need to adjust gold values, you don't even need to alter towers etc. You just need to buff XP, have scaling defensive runes kick in about 90 to 120 seconds faster than scaling damage runes. Most scaling runes nowadays either kick in at around minute 10 or level 10.
This would allow the laning phase to be an actual laning phase and not to be over by level 7.
By putting power into levels and not gold it would reduce early snowballs and make fairer fights.
!!!But there's a problem. The same problem games like SC2 have. It makes a relatively boring to watch and comment early game in professional games where pros can easily shut down cheese and stupid gimmicks, so nobody actually tries it and people play by the book safe when there's money on the line.!!!
There would still be room in SoloQ for cheese, gimmick tactics, streamer shenanigans, but if you make laning phase relatively safe pros will not do risky garbage in tournaments, which means casters have nothing to scream about, and actually have to keep the viewers engaged by other means.
