His shield works against Baron and Rift Herald, but not Dragon.

Khell DarkWolf1 votesBefore when dragon gave Global gold and had slower attacks, people found ways to utilize pantheon's shield passive to cheese early dragons as low as level 1/2.
They removed that function cause they thought it was abusive. here is a video (check it at 3:33 which i have the video start at):

Maybe if his shield would work against Dragon then he might be played a bit more, because I haven't seen one in ages.
