Hecarims CDs are sooo long
3 out of 4 of his cooldowns are above 20 seconds thats insane.
His ult is a longer cooldown than most other junglers
Also his passive is instantly useless if the other team has ashe or anyone with a slow

Agreed. He feels underwhelming compared to most junglers. Can't sustain, damage, cc, or do a lot of things much better than other junglers. He has nice movespeed going for him, but the cooldown is so high and the damage and cc it gives is negligible that it isn't worth picking him up for that. Just take a skarner or an udyr if you want cc, durability and go fast
Thoughts I would love, but probably won't see, could be good. Minor buff to passive gain again. Q rework so that cdr affects the cooldown before rampage stacks, would give you a potential .4 cooldown on Q. W grants bonus ar/mr, could replace either the damage or healing from current W. E grants passive move speed, would need to reduce the move speed the active grants, but would help him scale. R allow it to scale with something other than Ap, not necessary, but would be cool if it scaled with Ad, health or ms.
That W change would probably actually nerf Hecarim. If the healing is removed, then Hecarim won't be able to tank(no defensive steroids, no heals). If the damage is removed, then Hecarim's healing will decrease(less damage, less heals), leading back into the previous point. Other than that, I could see them making his ult scale with MS. It is a charge after all. I also like your idea for passive movement speed on his E.
That's what I meant, at current Hec has no tanky steroid or anything outside of his W healing that really helps him tank. A change to W to grant him bonus Ar/Mr, either passively or when active would go a long way towards helping him scale better as a tank.
Hecarim was very strong in the beginning of season 3. After which, he had repeated nerfs that probably went overboard (one of the highest win rate junglers to one of the lowest). They gave him a highly situational wall jump (I have never seen it used in a real game) to make up for it; however it never brought him above 50% winrate mark. Especially with the new jungle, he has a hard time (as do many junglers without heavy sustain).
His passive is fine, free stats for building what he wants to build. One of the few champs decent with boots of swifty so get those if slows are a pain in your ass.
His E needs a CDR decrease. Possibly reduce the cost a tad. Other than that the only thing that's going to help him now is if Riot makes the new jungler easy to clear for junglers without retarded level 1 sustain.
I basically agree, but I wouldn't mind if Riot experimented with his passive improving bonus movementspeed instead of granting him AD for it.
Hecarim has sufferd ever since teh removal of FoN and Shurelia's. Instead of getting a compensation Riot decided to nerf his W.
He was one of my favorite junglers, but he's simply not even close to competitive anymore. Lower DPS, lower bulk, lower sustain and lower utility than most common jungler. Hell, even less mobility. Just look at Udyr, Nunu, Warwick, Rengar or Lee.
Because of the mobility and how strong his charge is it has to be a long cd. his W though I do agree should be like 16 seconds instead of 18. Hec should almost always be built with 40% cdr so make sure you're building the right kind of items. Obviously a jungle item + Ghost blade and any of Iceborn Gauntlet/frozen heart, Spirit Visage, black cleaver are all great options.
I'm confused as to why people have such a hard time with Hecarim. KDR wise I'll agree, but as far as team-play goes I feel like he's one of the strongest initiators around.
I am at silver and climbing but time will tell all tales.
I love playing Hecarim but yeah, his CDs are pretty damn high. This is probably because I don't have a T3 rune page (I have a few T2 armor runes and stuff), but I just barely survive with 100ish HP left when I finish killing Krugs, Red, and Blue.
He doesn't need to be changed at all, hes an all in champion. His Q is to clear waves, W is for sustain in the jungle, E for the CC and mobility, Ulti is an AOE FEAR. His W lasts a while, so reducing the CD would lead him to having it up 24/7, and reducing the CD on his E would give him TOO much mobility. +His ult should be above 20 seconds.... orelse that would be overpowered.
If his Cooldowns are bothering you, buy CDR...
