Phase 2 reduced the ping and negated packet loss for a large number of East Coast players. The last update was posted 19 days ago.
if your ISP doesn't want to cooperate, there's nothing Riot can do. You'll have to either switch to a more accommodating ISP (if available) or wait for the server move.
