Morgana Question

So there's a huge chance i'm wrong or being a complete idiot - but is morgana's puddle not supposed to work with her passive? I main Morg, and have noticed that I only ever get health back when using my Q. Have i just misunderstood how spell vamp works? Can anybody explain this to me?

Her pool is Area of Effect so it applies spell vamp but only 1/3 effectiveness. and on top of it being aoe its also Damage over Time so it happens slowly.
