+35 Attack Damage +40 Ability Power +35% Attack Speed

UNIQUE: Basic attacks (on-attack) grant 1 stack (doubled to 2 stacks on champions), up to 10 stacks. Single-target abilities that successfully damage an enemy champion grant 2 stacks (2 second cooldown). At 10 stacks, gain Guinsoo's Rage. Ranged champions can only gain 1 stack per attack, even on champions.

Stacks grant +3% attack speed, +2 attack damage and +4 ability power, granting a total of +30% attack speed, +20 attack damage and +40 ability power at 10 stacks.

UNIQUE Passive - Guinsoo's Rage: Deal (+20% bonus AD) (+15% AP) on-hit magic damage to the target to nearby units in a 350 unit radius.

The goals of these proposed changes were to raise the cost of this item to better reflect the late-game nature of the item. The total stats at max rank is slightly higher (+1 AD, +1% Attack Speed and +8 AP) to offset this slight price increase. In addition, a good amount of stats from the item have been moved from the passive into the item itself. The attack speed in particular helps offset the increased stack requirement for Guinsoo's Rage, making the first couple of stacks quicker to obtain.

The biggest proposed change is the one to the Guinsoo's Rage passive. The removal of the base damage makes the item much harder to abuse in Sated + Rageblade + full tank builds, which honestly shouldn't be dealing so much damage. The ratios have been increased significantly to solidify this item as an on-hit build's damage multiplier, akin to Infinity Edge and Rabadon's Deathcap.

For comparison, the live Rageblade defaults to having 33.5 on-hit damage with no other stats. This proposed Rageblade has 23 on-hit damage alone. That 10.5 damage drop seriously hurts the common Sated + Rageblade + full tank builds, especially since they rely on hitting as many times as possible per second.

However, when paired with a second item Gunblade (for example), live Rageblade has 45.5 on-hit damage while the proposed Rageblade has 43 on-hit damage. Add another damage item and this proposed Rageblade starts taking off in damage.
