[Champion Concept] Cecil, the Siren of the Sea
So, I'm a sucker for mythological creatures and gods. And though League has a few champions based on mythology, the pool isn't quite complete. So I figured I'd try my hand at making some champions based around these mythical creatures. And first off is one that hails from a rather underrepresented area of the world.
Cecil, the Siren of the Sea
Skills
Passive: Siren Song
When Cecil uses a skill, enemies in a small area around her take damage every second for 1/1.5/2/2.5 seconds (improves at levels 6, 11 and 16). For each enemy champion damaged by this effect, Cecil gains one stack of Siren's Song (max 5); the next basic skill she casts will consume all stacks of Siren's Song and become empowered based on the amount of stacks consumed.

Q: Elegy of Corruption

Active: Cecil sings a song that weathers away at enemies' souls. Deals damage in an area around Cecil and decreases the damage of the enemies' next autoattack or skill.
When empowered by Siren's Song, Elegy of Corruption's will additionally mark enemies; when this mark is popped, nearby friendly champions are healed based on the amount of Siren's Song stacks consumed (Cecil is always healed). If Elegy of Corruption consumes 3 or more stacks of Siren's Song, then marks are immediately popped.

W: Coronach of Despair
75 Mana | 14/13/12/11/10s cooldown
Active: Cecil sings a melody that places a heavy burden on her enemies. Disheartened, any enemies near Cecil are slowed for 2 seconds.
When empowered by Siren's Song, Coronach of Despair deals additional magic damage over time to affected enemies based on the amount of Siren's Song stacks consumed. If Elegy of Corruption consumes 3 or more stacks of Siren's Song, enemies are stunned for 1 second in addition to being slowed.

E: Lullaby of Allure
110/100/90/80/70 Mana | 14s cooldown
Active: Cecil's voice lures in enemies even as they try to escape. Nearby enemies are slowly drawn towards Cecil at a fixed speed but not otherwise impaired; enemies moving towards Cecil will be hasted while enemies moving away from Cecil are slowed by this amount.
When empowered by Siren's Song, the range of this skill increases based on the amount of stacks consumed. If Lullaby of Allure is empowered by 3 or more stacks of Siren's Song, enemies are drawn in instantly for half the total drag distance instead.

R: Dirge of Death

Active: Cecil unleashes a fatal dirge, mourning for the dead to come. Deals periodic magic damage to enemies around Cecil based on their missing health. Each time a nearby champion dies, all enemies alive take an additional burst of magic damage, increasing by 50% with each death.

Lore
Off the port of Bilgewater a sorrowful voice echoes across the seas, its sound carried far and wide by the waves. Many sailors have heard this voice, but few return from its alluring songs alive and well. Some drift into madness, others devoured by the mysteries of the ocean depths. And once one hears this voice, none forget it. For this is the voice of Cecil, a mysterious yet mystical singer perched atop rocky spires in the open seas. But these same songs once originated from the deep ocean, many moons ago.
Cecil's origins are unclear, even to herself. All she knows is that one day she appeared in the midst of the ocean, fully able to live and prosper underwater. She fed upon small creatures of the sea and enjoyed the company of the larger, friendlier ones. When she found the Marai, she was invited to dwell with them for as long as she lived, sharing meals and memories. In this youth she was playful and mischievous, and her songs were laced with joy and excitement. However, as time passed Cecil realized that she did not grow with the others. As her friends died off and moonstones were replaced, Cecil gradually became more and more secluded, fearing the feelings of loss that she suffered when her closest friends faded away into mere memories. Her songs became darker and heavier, woven with melancholy and mourning. Finally, on the winter solstice of a hundredth year, Cecil fully retreated into a cove, refusing to see anyone.
However, that century marked the start of the end for the Marai. As the end of the century drew nearer, the Marai became increasingly agitated. Though the power of the moonstone was starting to dwindle, no Tidecaller had been found. Many waited in faith, but a few tried to find the cause behind the Tidecaller's disappearance. These few turned to the odd one out: Cecil. They blamed her for the lack of a Tidecaller, claiming that she was preventing him or her from appearing with her heavy songs. Cecil was cast from the villages of the Marai and from the sea itself until she could prove that she was not the reason for the Tidecaller's disappearance. She found a tiny island to while away her time until the moonstone was found. On this island she sang endlessly, sang songs filled with sorrow and loss, with her yearning for home.
Eventually, news from passing sailors of a strange mermaid-like creature running around on land reached Cecil's ears. She instantly thought of the Marai, and realized that there was only one reason one would appear on the surface: the Tidecaller had appeared and was looking for the moonstone. She promptly traversed the seas to reach this continent, searching for the Tidecaller for a way to return home. Her search led her to the Institute of War, where she made a deal: she would fight in return for aid in her search. However, as soon as she entered the Institute proper she found the Tidecaller she was looking for. However there was still no way to return to the sea; the Tidecaller had vowed not to return until she had completed her quest. Thus Cecil made a second deal: that she would aid in searching for the moonstone, and in return be allowed to return to the Marai once they had finished their search. Now, Cecil travels the seas and their islands in search of the mythical moonstone, singing of her memories all the while.
