Ranked Champ select kick or champ select report

Can we please implement a feature that allows the whole team to kick someone from champion select or to at least report them during champion selection? The kicked person doesn't even have to lose LP, just have the 6 min increased queue time.

Many times I have to dodge because someone is being totally unreasonable in champion select. Like why do I have to choose between losing 18 lp or losing 3 or more and getting locked out of queue for a little because someone else is being a total wanker. Whether they are tilted or they got autofilled, people are saying that they are going to troll in champ select or something along those lines. In my first champion select today, some dude was autofilled support and decided to autolock jayce support and said how he was gonna take cs and what not. So I dodged because I decided it was worth it to lose 3 lp and 6 min so I don't lose a whopping 18. I get back into another champ select later and bam there is a "smurf." Well this particular "smurf" decides that he is sick of playing wukong, so he decides to try out camille for the first time. I was thinking about dodging but I would lose 10 lp no matter what so I decided I would go through with the game since Camille isn't hard. He then goes 1-7 in lane vs trynd all the time while saying "open mid" and "not like it matters i'm a smurf." I maybe could have carried the game if she didn't go full troll. Why do I have to lose lp either from dodging or from the game itself just because one person decides to be a troll or a douchebag.

Why can we not implement a kick system in solo/duo queue champ select where if 4 people vote to kick a person, that person is kicked. The kicked person does not have to lose LP, but will have a say 5 minute queue time. There is no point kicking somebody when everything is going fine and dandy because that is wasting your time too. This way, we don't have to pick our poison before the game even starts.
