This example is ridiculous but even with just swfties and the upcoming perseverance rune you can get 49% (it's multiplicative) so his self slow is only 15.3%. With Ghost and/or other speed boosts like Predator, Deadman's, or Righteous Glory you don't really need Phase Rush and you can still get over the MS softcap while charging his taunt.

Oh yeah Blitz also has a self slow. But its not the same because he isn't forced to slow himself before any of his skills.
With Galio you could still get 32% slow resist from the perseverance mastery. You don't necessarily need swifties if you really feel like you need tabi.
