Dealing 30% of a champion's maximum health within 2.5 seconds grants you 40% bonus movement speed and 75% slow resist for 3 seconds (10 second cooldown).
What if the enemy champions has 10% health and you kill them. You wont get the speed boost? Cause I think if you score a kill you should also get boost. Its pretty much how assassins are suppose to benefit from it.
You get a kill then you get the boost to GTFO of there ASAP

thats all cool but what does this have to do with the topic?
It benefits if you deal damage equals at least 30% of enemy max health but what if the enemy has 5% health?
You obviously done your job as assassin by killing the low health target but you wont get the boost? Thats the major question here
Will you get the boost if enemy champions that you killed got 5% health?
