like, if you just look at all of the utility in bard's kit, why the hell do people pidgeonhole him as a support?
his harass level 1 is godly for how safe and reliable it is, and when he's full on tank you can literally just stunbot teamfights till you win.
mana problems? what are those? just leave lane get 3 chimes and then magical journey back to your lane. much quicker than a back, and you can heal yourself the whole way for no cost.

Tanks have more cc than him, and even though his level 1 is godly throughout the whole game his harass just stays like that. Stays like that godly level 1 he has. Doesn't get better. A lot of champions waveclear really good, if he roams he's going to get shoved in and miss a bunch of cs. Yea he has a magical journey, but first he has to actually find the chimes and wait for cooldowns.

If Bard goes midlane, a lot of the midlane champions have great waveclear. They also outharass him since he only has 1 damaging move and a couple empowered autos.
If Bard goes toplane, if any toplaner gets a few autoattacks on the turret then it's like 60% health left. He also can't outtrade any champions there.

he can't out trade top laners? literally they have to go up and last hit. you can just q stun and auto with meep once for TL proc for 1/3 of their hp.

Can only stun if the Q hits a wall. He's relying on thunderlord's to do some decent damage, after level 6-7 
is going to be bursting him down.

jax cant do shit to his level 1 gets harassed out of lane, and by the time he's 6 im full on stunbot tank kiting everyone jayce is a skill matchup. good luck hittng someone as fast as bard.
kennen is a counter and so is irelia. the rest are fucking nothing to bards stuns and slows
