Electrocute cooldown reduction on PBE is excessive

Sure damage was lowered by 20 early but electrocute is now up ALMOST TWICE AS OFTEN. This puts crazy lane pressure on the enemy mid laner because they have very little time to counterattack before they can get blasted again. Most champions have more than enough mana for two combos early on (with the exception being possibly Blitz at early levels) and this is just going to make EVERY single engage potentially lethal and horrific rather than having time to breathe between each proc. And don't even mention AD assassins who are getting yet another buff from this. Zed is resourceless. He can have electrocute on ALMOST EVERY COMBO. Meaning almost every combo from Zed is going to hurt hard.

Assassins keep getting these types of buffs, AD especially. Sure, someone like Leblanc may be buffed with this electrocute cooldown reduction, but she EATS mana on combos early-on and you'll eventually be forced to back. With a manaless champion like Zed he can sit in lane forever, poking you down even harder every chance he gets. Riven can do the same, junglers like Wukong/Khazix/Kayn gain extra deadliness on every single gank because by the time they walk between lanes, Electrocute is already back up. I'd be surprised if most bruisers and TANKS didn't take this because they gain free harass and poke twice as often, and in top where trades happen often, it just adds that much damage creep to the game.

The damage reduction isn't going to make much of a difference until very late into the game, in which people are already getting 1-shot and overkilled by assassins anyway so Electocute doesn't matter as much. It still remains a very powerful poke tool that is going to become potentially more agonizing for mages and force assassins more and more into the meta.

damage halfed,CD halfed -> total DPS unchanged

with the difference you don't get oneshoted on the first combo

champions that can proc it often and easily like Zed won't care at all, dealing 100 bonus damage every 50 sec or 50 every 25 it's the same (random numbers just for making an example)

instead it'll be a big nerf for the ones that can't proc it in their trade without overextend such as Ahri or Ekko (the first 2 that came in my mind),they use it only for trying to all in someone so its reduced damage will hurt a lot and i think they **MAY ** need some compensations buffs since most of them weren't the issue that caused this nerf and had the right damage with it,but it's too early for talking about that

He forgot champions like MonkeyKing Talon Ekko Ahri are mana champions that can't keep pushing trades over and over like Zed.

I mean, they wanted to tweak the power of Electrocute and not gutt it like you want.
