Unless you play a champion that hyperscales into mid/late (Gangplank/Nasus) or cheeses people with 1hit roams (Pantheon/Akali) you can't really do anything.

down early/ gank him etc. Well if one champion draws so much pressure early and requires jungle assistance to be kept in check, then thats already a huge win for , if the enemy jungler is spam ganking top, then he is not ganking the most important lane aka bot right?
I believe 
right now is number 1 winrate in top lane with being a close second, because they scale hard and fast enough, to actually be relevant from the top lane.
One is a melee carry, that is very good in teamfights, depending on how skilled he is and gets his items faster than everyone else, the other can go 4/5 defensive items( boots included) while still legit two shotting your carries midgame if he gets rolling.
