Let's Talk about Talon (and give him back a Healthy Silence!)

#Please consider this a WIP. Version 2 out Soon (TM)

Talon's power level just took a hit. Why? To paraphrase the patch notes,

It sucks to get 100-0'd while silenced, because you can't do anything about it.

That's another way of saying, he didn't have any counterplay. Which he didn't. When a champion has a point-and-click, instant silence coupled with a lot of burst, there's no way to respond. By the time the silence wears off, you're dead.

Unfortunately, removing the silence creates other problems for Talon - because he's a squishy melee, he needs a way to avoid taking damage or he simply won't be competitive. Akali has her shroud, Zed has his shadows and Q, Riven and Diana have their shield. Fiora has her passive and ult, Fizz has his troll pole, Yi and Shaco have their Q's... You get the picture. #Talon needs his silence back. But he can't have it like he had it before - because he IS an assassin, and if he can burst you while you're silenced, that's not healthy.

Now, read that again:

burst you while you're silenced

This is the key. Talon can't have an on-demand silence burst at the same time. But he can certainly have both in his kit.

Therefore, I propose the following changes:

#Q: Noxian Diplomacy

  • New: If the target is marked, the mark is consumed, slowing the target by 9 / 13 / 17 / 21 / 25% for the bleed duration.

With a longer, lower-intensity slow, Talon will finally be able to make better use of his passive.

#W: Rake:

  • New: Applies a Mark of Impending Doom which lasts for 4s
  • Changed: Slows => If a target hit is marked, slows (same values as live)
    • Consumes AND re-applies the mark
  • Skill shot actually takes skill: The cone is now narrower.
  • An alternative is to change the mechanics of W. This comment has some excellent ideas.

An AOE, ranged slow, which doesn't make much sense on an assassin, was taking up a lot of Talon's power budget. Accordingly, it's now gone (well, except for when he ults - the mark doesn't last enough to be applied and popped with W), and in its place is a mechanic that gives talon options for what cc to use!

NOTE: This ability is where Talon gets his counterplay. If he can't hit this from a distance, he won't be able to use his silence.

#E: Cutthroat:

  • New: If the target is marked, silences the target for .5 / .75 / 1 / 1.25 / 1.5 seconds

#R: Shadow Assault:

  • New: Applies a Mark of Impending Doom to all enemies damaged.
  • Come Closer: 500 Range ring => 450 range ring

During his ult, Talon will be able to apply both of his CC to whomever he wants. It gives him a little more of a spotlight. Range nerfed so it's harder for him to flash-ult and drop his full, uncounterable, combo on you.

######Note: I'm not a numbers guy. These numbers may have to be adjusted for balance. Likewise with the range and cooldown of his w

#So, what does this do for Talon?

  1. He gains some counterplay, because he can't silence you unless he can get in range to use his w
    • To be explicit: The counterplay is, "Don't get in range of his w." He'll still be able to jump to you, but at least you'll be able to respond.
  2. He retains his identity as the "Anti-assassin, assassin."
  • This is because he has the kit of an assassing (good vs squishies), a silence (good vs casters), and is most effective when he can get relatively close before he engages (good vs melees). Squishy melee casters are pretty much all assassins (or melee carries, who occupy pretty much the same space right now. See Fiora).
  • This is good both from a lore perspective (he kills several assassins sent after him) and a gameplay perspective (he occupies a unique space).
  1. He has to make decisions.
  • "Do I want to go for the easy combo, E->W->Q, which leaves me vulnerable to poke on my way out, or the hard combo, W->E->Q, which requires that I get in range, but also prevents my opponent from trading back?"
  • W->E->Q should be more effective vs casters, and E->W->Q should be more effective vs autoattackers and better for all-ins
  • Don't forget that E amplifies damage, so W-E-Q will do less total damage. If W-E-Q is doing too much damage (ie, more useful for all-ins than trading), Talon's damage could also be lowered, but his damage amplification from E increased, so if he uses his combo with the silence, his burst will be weaker.

Would this Talon retain the feel of the original? Would he be healthier to play against? Would he feel as satisfying to play as? What do you think?

In the interest of brevity, I'm going to stop here. I'll add clarification below this line as people say questions/comments/critique in the comments.

Silences are frustrating in the mid lane. Especially ones you cant dodge that are applied by engages, and followed up by massive burst. No, his silence NEEDED to be gone. Does he now heed a bit of a buff? Sure. But no silence, not on an assassin.

Old talon could walk within 700 range of you, silence you, and follow up with massive burst (remember, e amplifies damage).

This talon won't be able to just silence you, he'll have to hit his W first (currently 600 range, wide cone - if that's too easy to hit, it's easy enough to make the cone narrower or shorter so it's less reliable). However, that denies him a significant bit of damage, because his W damage isn't amplified by E.

The most important thing is definitely that you'll have a chance to dodge his w, and avoid the silence, though, by either staying out of range, or being a juke master.

There HAS to be a chance to dodge; HAS to be. A champion who instkills with no chance of escape is negative champion

There IS a chance to dodge - his W. Talon's ONLY reliable way of getting close to someone, where he can deal his damage, is his E. But if he uses his E to gapclose before he hits his w, he now has a 6-second window where he is unable to silence you.

What's the functional difference between jump-rake-ult and rake-jump-ult? Not much, maybe Talon spamming Rake more.

  1. You can dodge rake.
  • If rake is too hard to dodge, we can nerf its range, width, or travel time so it's easier to dodge. I've edited the OP to reflecte a nerfed width.
  1. It's less damage, because rake is no longer getting the damage amplification from E. If talon wants maximum burst, he's going to have to forgo his silence. #MeaningfulChoices

It's never a case of "Cho'gath hit me with one ability, guess I'll just sit here and die now".

Perhaps a better comparison in this respect would be Ahri's charm, which has the damage, damage amplification, and HARD cc all on one skill, on a ranged champion.

Accordingly it's a hard skillshot to land. Talon's will be a little easier, because he won't have his rake's damage amplified, as I mentioned above, and because he's melee.

Edit: giving up on staying caught-up on everything important that's been discussed in this post. I'm just going to make a V2 of this thread later that incorporates all the discussion here.

If not a silence, then a what? A root? A blind?

Hoi Im Temmo1 votes

I believe its a 99% slow right now for 1 second? The real purpose was to give him an initiate that proc'd his passive, so I see no problem with that.

Hyrum Graff1 votes

It's a 99% slow for a quarter of a second. It gives him time to hit his q, if his target doesn't immediately dash away. A 10% bonus on a single auto, isn't too great for a passive. Plus, talon's current w slows, so he can use that to proc his passive anyway.

Daen1 votes

It basically functions as a very short snare, and it allows him to both hit his Q and aim Rake effectively.

Hyrum Graff1 votes

A very short snare, but a snare you can dash out of. I think that's fine, though.

serpensortia11 votes

They should have changed it to a root, because right now the target can still dash away and take very little damage. With a root, it would still be possible to burst him or cc him before he bursts you, but if you couldn't, you end up getting burst. Right now, with all the mobile champs, a very short slow is very weak. the slow only helps if the enemy's escape is on cooldown.

Actually, they could change Talon to be an anti-assassin assassin. A lot of assassins have damage on mobility skills. A root will cut the damage of Fizz, Kha'zix, Leblanc, Ahri, Akali, Riven, Master Yi, and Yasuo, just to name a few. However, it would do nothing against immobile burst mages like Brand, Annie, Lux, Morde, and Orianna. He would have to rely on out-bursting them, and without the silence, he is less oppressive in lane so it's harder for him to get fed.

Hyrum Graff1 votes

Was pre-4.17 talon not already an anti-assassin, assassin?

If you want to make the root long enough to really hurt assassins, it's going to be hard for an adc to play against, since most of them don't have burst to respond with when talon jumps on them.

Hoi Im Temmo1 votes

OK....but the fact is, there HAS to be a chance to dodge; HAS to be. A champion who instkills with no chance of escape is negative champion. You may want him to be buffed, but the idea that people are complaining becasue riot made it possible to escape dieing and are calling it a nerf that ruined a champion, is just not realistic.

Hyrum Graff1 votes

You may want him to be buffed

Hold on there. I do NOT want talon to be straight-up buffed. I want him to be competitive, and I want him to have a silence, but I ALSO want him to have counterplay, which pre-4.17 talon, didn't.

There IS a chance to dodge. His w. Talon's ONLY reliable way of getting close to someone, where he can deal his damage, is his E. But if he uses his E to gapclose before he hits his w, he now has a 6-second window where he is unable to silence you.

I suspect that his W will need to be made into a narower, and maybe slightly shorter, skillshot. I'm going to edit the OP to reflect this.

Daen3 votes

Why does Talon need a targeted silence to be viable? Are there no other options?

Hoi Im Temmo2 votes

Better, but I still disagree he needs a silence. I feel he should cause bleeding with q, w, and e, with rake applying some kind of cc (i'm feeling blind, to be honest) and cutthroat adding a 99% slow that decays over 1 second.

Hyrum Graff1 votes

If he doesn't have a silence, how does he survive in lane?

If he doesn't have a silence, trading becomes this:

  • Drop your full combo on someone
  • They drop their full combo on you as you walk away
  • Hope they have less damage than you

That's not satisfying gameplay for either party, IMO. Either talon has enough damage that he wins all trades, or he doesn't have enough damage and he loses all trades. As someone who plays against talon much more than as talon, I'd much rather focus on trying to dodge Rake so I can win trades, than hoping I have more damage than talon does. I do like the idea of shifting his passive so it works on bleeding targets rather than cc'd targets, and making all his abilities apply bleeding, though.

Hoi Im Temmo1 votes

I think you mean combo champion lanes in general are not satisfying for either party O.o

Hyrum Graff1 votes

I dunno, I think they can be fun if there's appropriate gameplay around hitting/avoiding the combo. For example, I have a lot of fun as Diana. There's a real art to aiming your q so you can harass and just clip the creepwave for lasthits (without pushing). If talon's W were a skillshot with a unique shape / gameplay, I think he could be a fun champ to lane as/against.

Or, I also often play Karma as a combo champ. W them, then E to stay in range and position, then Ult-q as the w roots them so you hit both parts of the explosion. My opponent knows it's coming, and tries to position so I can't hit them with the ult-q, or to break the tether and avoid part 2 of the explosion.

Hoi Im Temmo1 votes

Too have a lane about hitting/avoiding, you need non-AoE skill shots. Otherwise, its too easy to land the combo with out allowing the opponent a chance to escape.

Hoi Im Temmo2 votes

So: your complaint, if I read that right, is that Talon can no longer instantly kill (or at least burst VERY hard) with no chance of the target to respond?

That is LITERALLY the reason the silence was removed.

Your complaint is like a Sion player stating that the new Sion is bad because he can't stun, burst, and walk away.

Hyrum Graff1 votes

My complaint, if you want to call it that, is that Talon is a squishy melee who has no way to avoid or mitigate getting a full combo dropped on him when he tries to trade.

In the OP, I mention a bunch of other squishy melees, and how they have ways to avoid taking damage. Talon doesn't, right now.

In this tweak/rework, there WILL be a chance to respond, and that's by dodging Talon's W. If he can't hit his W BEFORE he jumps to you, he won't be able to silence you. Period.

It's like a sion player stating that Sion needs to keep his hard cc, but it should be a skillshot instead. Which is... what they did in the rework.

Hoi Im Temmo1 votes

But his silence didn't help him trade: it helped him burst squishies with little-to-no counter play.

I'm not against power being added to his kit, I am against counter play being removed.

Hyrum Graff1 votes

But his silence didn't help him trade: it helped him burst squishies with little-to-no counter play.

I disagree, and agree.

I think his silence helped him trade AND burst squishies with little-to-no counterplay.

I'm not against power being added to his kit, I am against counter play being removed.

I'm in total agreement with you here. My goal with these changes is to keep the function where his silence helps him trade, but remove the function where it lets him burst squishies before they can react.

Hoi Im Temmo1 votes

If you want his silence to maintain trading, not anti-escape bursting, then we need to nerf his damage to give him back his silence.

I'm going to make a version 2 of this post. In it, I'm going to be swapping out a couple things so this will make more sense.

Basically, using w-e-q is going to be significantly less damage than using e-w-q.

DrCyanide1 votes

You just changed the order of Talon's combo with this. You didn't change the way the silence was triggered.

If you want examples of healthy silences, look at the blinds in the game. You have the unavoidable with warning and travel time (Teemo), you have the avoidable skillshot (Quinn), and you have the AoE (Graves). You'll notice that there are comparable silences in the game (Fiddlesticks, Cho'Gath, and Soraka respectfully). If you want a silence on Talon, it'll have to follow that model. Most likely it won't be the unavoidable with travel time, since that's very similar to what he had before.

I believe I have done just this. Talon's silence now follows the Cho'Gath pattern: he has to hit a cone-shaped skillshot (with a travel time longer than Cho's) in order to have a silence.

Daen2 votes

The silence still procs in exactly the same way; it is a targeted 700 range silence. Yes, there's some mechanical fluff on top of it, but it is the same underlying mechanic.

I disagree. Talon would no longer be able to instagib people due to the fact that his W has a travel time. This is IMPERATIVE in that before, Talon could flash E you and you were dead for all effective purposes. Now, with this change, you have time to zhonya or flash yourself, which is exactly what is wanted. And if Talon finds it too hard to assassinate the APC due to zhonyas, go for the ADC.

Talon's 10 second cooldown on Rake vs the 90 second cooldown of Zhonya's Hourglass. No, you don't have time to use it because you're not going to use it every single time you get hit with a Rake.

Daen understood what I was saying. What's the functional difference between jump-rake-ult and rake-jump-ult? Not much, maybe Talon spamming Rake more.

As for comparing it to Cho'Gath's scream, while the two are roughly comparable in terms of cost, cooldown, and damage, Cho lacks the gap close for extra damage. It's never a case of "Cho'gath hit me with one ability, guess I'll just sit here and die now". For Talon it would be just that, which means that this solution solves nothing.

Accordingly it's a hard skillshot to land. Talon's will be a little easier, because he won't have his rake's damage amplified, as I mentioned above.

Rake has a less than 10 second cooldown and there is no choice around using it. It would be very easy for Talon to bait flashes and Zhonyas for zero effort or retaliation, because any time he ever hits someone with Rake they are marked for death. It might actually feel worse for the opponent to have mechanics like this, as opposed to pre-live.

Hyrum Graff1 votes

I think a lot hinges on how reliable Rake is. I edited in a link to one of Introspectionman's comments that has some great ideas on how to make it less reliable.

Additionally:

  • In lane, you have the choice between trying to use rake to hit your opponent and win a trade, or waveclear.
    • You also face a mana penalty if you try to hit your opponent and miss.
  • Throughout the game, you face a choice between using rake for the silence and using e-w-q for maximum damage (because if you W first, W's damage isn't amplified by E).
  • You also give up the ability to get the bonus effect from detonating the mark with Q, unless you also ult.
Daen1 votes

The reliability really doesn't matter, from a design standpoint. If I made a champion with 10 movement speed, no abilities, and autoattacks instantly kill enemies, it could technically be balanced. That doesn't, however, make it good design.

It's really important to consider balance of power and entertainment. An ability should have a cost roughly equivalent to its power, and ideally it should be just as fun to use as it is to avoid. Ezreal's Mystic Shot is a great example of this; Teemo's Noxious Trap is not.

The reason I bring this up: no matter what restrictions are in place, it's still a 700 range instant targeted silence. There is no situation where that is a healthy mechanic, and it's why it was removed.

Hyrum Graff1 votes

What if there were engaging gameplay around Talon's W, though? Introspectionman had some great ideas on how to do this. I'm probably going to include some of them with my V2 of this post, which will probably happen later in the week.

Daen1 votes

It doesn't matter if the W has more engaging gameplay if the E remains the same, as it's still a long range instant targeted silence.

Now, ask yourself; why does Talon need a silence? Could another form of crowd control work to fill a similar function? Are there ways to move Cutthroat's mechanics away from instant targeting?

Hyrum Graff1 votes

If talon doesn't have a silence, the second he gapcloses, his opponent drops their full combo on him, and he has no way to avoid it. This means that whether he wins the trade is entirely dependent on his damage output.

If he has enough damage to win the trade, then he has enough to win every trade, and this isn't healthy, because he'll just e-w-q over and over again until you're dead. If he doesn't have enough damage, he's going to lose the trade, considering that the enemy can harass him as he walks back to his own minions.

Since he can't win a trade unless his opponent screws up, talon's laning strategy becomes: farm until 6 and try not to take any harass, then attempt to win an all-in, because that's your only option.

If you win the all in, repeat until you're fed. If you lose, go cry in a corner because you literally can't do anything but farm and hope you won't be too underfed to matter in teamfights.

No form of cc that doesn't include a silence can prevent an enemy from dropping their full combo on talon.

When I was brainstorming on how to tackle this problem, I considered a silence that would be applied something like 1-2 seconds after talon uses his e, so he can walk back to his minions after trading, but ultimately discarded that because it seemed just as un-interactive (it doesn't actually fix the issue of, "Talon can't avoid his opponent dropping a full combo the second he E's."). It also doesn't maintain his identity as an anti-assassin assassin, because in 1/2 seconds talon is dead from the assassin dropping their combo on him, anyway.

Hyrum Graff3 votes

It's really not, though. The proccing of the silence is targeted, yes, but you have to hit a skillshot first.

Imagine if Cho'Gath's got talon's E, and his W becomes harder to hit, no longer silences, and applies a mark, which can only be detonated by his E, for the silence. I haven't given cho'gath a targeted silence; I've actually made it more costly for him to silence people, because he needs to use two cooldowns, and spend twice as much mana, to do so (ignoring that he lost the aoe, since that's not really relevant here).

Daen2 votes

It's really not, though. The proccing of the silence is targeted, yes, but you have to hit a skillshot first.

Hitting the skillshot is a limitation on top of the existing mechanic. Cutthroat itself functions in exactly the same way, it just has a skillshot requirement. The point is that adding a limitation doesn't make an ability good for the game. If I made Poppy's ultimate only work once she has hit someone with her charge, it's still a broken mechanic. It's just harder to use.

I've actually made it more costly for him to silence people, because he needs to use two cooldowns, and spend twice as much mana to do so

Is this a good thing, from a design perspective? The desired mechanic, a silence, is essentially exactly the same as before except that there is another somewhat arbitrary hoop to jump through.

Is an instant targeted ranged silence ever a good thing for the game? Is there something that could better replace it and still be thematically appropriate?

Hyrum Graff1 votes

In the interest of keeping things organized, let's keep our convo in one comment chain.

What would you think if I moved the silence to Rake? (ignoring that it would give him an aoe silence)

Daen1 votes

Just throwing this out there, unavoidable cc with travel time is poor design unless there is a specific thematic reason for it like Nautilus' ultimate. Teemo's blind in particular is not healthy, same for Fiddlesticks' silence.

Otherwise, agreed.

Daen1 votes

This is the key. Talon can't have an on-demand silence burst at the same time. But he can certainly have both in his kit.

Not necessarily. Talon's silence, regardless of other mechanics required, was poorly designed.

Q: Noxian Diplomacy If the target is marked, the mark is consumed, slowing the target by 9 / 13 / 17 / 21 / 25% for the bleed duration.

Slows are kind of a problem. There are tons of champions in the game that have a slow for no thematic or design reason, and it's actually bad for overall game health. Using slows as compensation for something else tends to be lazy design, as opposed to being used as a specific intentional mechanic (e.g. Caitlyn net, Cassiopeia miasma, Ashe frost shot).

E: Cutthroat: If the target is marked, silences the target for .5 / .75 / 1 / 1.25 / 1.5 seconds.

This doesn't solve the design problem they are avoiding by removing the silence entirely. An instant targeted ranged silence will never be a desirable design choice, regardless of limitations imposed through other mechanics (e.g. mark from another ability).

He gains some counterplay, because he can't silence you unless he can get in range to use his w To be explicit: The counterplay is, "Don't get in range of his w." He'll still be able to jump to you, but at least you'll be able to respond.

This is true, but the proposed solution has less counterplay than live. "stay out of range" is not effective counterplay, and it's basically the same problem the original Cutthroat had but not targeted and shorter range.

He retains his identity as the "Anti-assassin, assassin."

Conceptually speaking, an assassin that counters all other assassins would likely just be...overpowered. It's essentially designing a champion to have no meta counterpicks, which is a very risky choice.

Old talon could walk within 700 range of you, silence you, and follow up with massive burst.

This talon won't be able to just silence you, he'll have to hit his W first. However, that denies him a significant bit of damage, because his W damage isn't amplified by E.

Old Talon could walk within 700 range of you, silence you, and subsequently gear check you. This is completely true. However, the solution you are proposing is actually pretty similar. New Talon could walk within 600 range of you, Rake you, silence you, and subsequently gear check you. Alternatively, new Talon could ult you, silence you, rake you, and you have been gear checked.

This change essentially refocuses his combo; it doesn't remove the design problem of his particular version of silence (or the mechanic of silence in general).

ˇ0ˇ1 votes

This is true, but the proposed solution has less counterplay than live. "stay out of range" is not effective counterplay, and it's basically the same problem the original Cutthroat had but not targeted and shorter range.

This is where the crux of the issue comes from. The entire beauty of it is that his W also functions as his waveclear. He can choose to try and hit you with it, which is still dodgeable, or he can choose to not let you shove him in with ease. He has to make a decision, both of which have clear cost and benefits. Talon will be a champion with a higher skill cap but lower skill floor, since the only Talons that could actually burst you were the ones who knew how to use his combo correctly, and if they didn't they fell on their face and died. Now, beginner Talons won't be as effective as the good ones, not by far, but they don't die without doing anything just because they comboed incorrectly.

Daen1 votes

The decisionmaking process is similar to Mordekaiser, where it's essentially "if x will do damage, do x". If enemy is in range, Rake. If enemy is then low enough for me to gear check them, Cutthroat. If not, continue farming and Rake again. If enemy is low enough for the gear check, Cutthroat.

This is not a healthy gameplay pattern, and it's very risky to give an assassin a method by which to completely negate the enemy player's ability to do anything against you.

Hyrum Graff1 votes

I have a couple BIG disagreements with this. Well, really one: Morde is nothing like talon.

  • His e has no cast time, no travel time, and no animation to show that it's a skillshot (Having never played Morde, I actually didn't know it was a skillshot at all until I looked up a vid of it just now. Thank you based wiki.)
  • Morde is tanky. Talon is squishy.
    • Morde has a passive that lets him ignore harass for the most part. Talon doesn't have a single method for avoiding harass.
    • Morde is naturally tanky, Talon is naturally squishy.
    • Morde builds tanky/AP. Talon builds as an assassin.
Daen1 votes

I know the champions fill fundamentally different roles, but that doesn't change the basic play pattern. A low cooldown ranged cone ability really has very little choice associated unless other mechanics interact with it. Take Syndra for example; her cone gains utility based on another aspect of her kit, and that synergy is completely restricted to skillshots.

I would actually argue that Mordekaiser's cone involves more choice than Talon's, as he gains different bonuses based on what he hits. Talon only chooses between damage and not damage.

I know the champions fill fundamentally different roles, but that doesn't change the basic play pattern. A low cooldown ranged cone ability really has very little choice associated unless other mechanics interact with it.

I would agree with this, except that live talon isn't a W spambot like Morde is an E spambot.

In order to use W, talon needs to get close enough to take damage. Morde can do this easily because of his passive and natural tankiness. If talon is just trying to harass with W, he's probably going to get out-harassed.

Morde also isn't mana gated the way talon is.

What bonuses? The wiki says it just deals damage. You mean, more/less shield?

In general, I think you're missing the point that Talon's W should not be that reliable. If it is that reliable, it needs to be changed to be more skill-based.

I don't actually see what your concern is. Early game, if you do get hit by Talon's W and don't flash when you know he can full combo you with his items while you can't, or you don't flash his W aggressively and ult on him, then you deserve to die. The main concern this addresses is late game, when Talon's main problems came to the fore and he could ult from out of sight, E Q you and you died before silence wore off.

I like the ahri charm analogy. If you get charmed, you deserve to - not die, at least 100->0, but at least get a BIG part of your hp chunked.

As a melee, talon will have a little more damage than ahri, because ahri can e-q-w you from relative safety, whilst talon needs to get right on top of you.

Not necessarily. Talon's silence, regardless of other mechanics required, was poorly designed.

I do not think I said, what you think I said. I agree, Talon's silence was poorly designed. That doesn't mean he can't have a healthy silence.

It is specific and intentional. My intention is that Talon be able to make better use of his passive.

This doesn't solve the design problem they are avoiding by removing the silence entirely. An instant targeted ranged silence will never be a desirable design choice, regardless of limitations imposed through other mechanics (e.g. mark from another ability).

Could you say more? I don't understand how a ranged targeted silence that is dependent on a mark from a skillshot, is any different in terms of counterplay than having a silence on a skillshot. What would you think if I moved the silence to Rake? (ignoring that it would give him an aoe silence)

This is true, but the proposed solution has less counterplay than live. "stay out of range" is not effective counterplay, and it's basically the same problem the original Cutthroat had but not targeted and shorter range.

He has two forms of counterplay:

  1. Stay out of range.
  2. Dodge the skillshot. I've updated the OP to reflect that W is now narrower -> easier to dodge. I'm also willing to nerf W's reliability further by increasing its travel time or decreasing its range, were it to be overpowered. Hopefully, the ability to dodge gives him more counterplay than live.

Don't forget that he'll still be able to use his E-W-Q combo, which will have basically the same effect as it does on live currently.

Conceptually speaking, an assassin that counters all other assassins would likely just be...overpowered. It's essentially designing a champion to have no meta counterpicks, which is a very risky choice.

His meta counterpicks would be mages. Someone like Ziggs can very easily harass the crap out of talon without getting in range of his W -> no silence. If talon jumps in without the silence, Ziggs can simply W away.

New Talon could walk within 600 range of you, Rake you, silence you, and subsequently gear check you.

And if he misses the rake? You're acting like it's un-dodgable. Furthermore, this combo does less damage than his old combo, because Rake's damage isn't amplified.

Alternatively, new Talon could ult you, silence you, rake you, and you have been gear checked.

This is a valid concern. I've reduced his ult radius from 500 to 450 to compensate. If you're dumb enough to let talon just walk within 450 units of you, you deserve to get a combo dropped on you.

Any slow can be implemented because it allows a champion to use a mechanic better. Generally, however, it's usually covering up for something missing from a given champion's kit. Slows don't tend to feel all that great for the user, and they feel pretty awful for the target.

I don't understand how a ranged targeted silence that is dependent on a mark from a skillshot, is any different in terms of counterplay than having a silence on a skillshot. What would you think if I moved the silence to Rake?

It's different because the silence itself is the same. If it were the reverse, it wouldn't be a problem. Brand is a great example of this; if a target has his passive, Brand preps his cc with something, but ultimately the stun is not targeted no matter what.

Talon, by contrast, preps his silence with something but ultimately it's instant unavoidable cc if it's prepped properly.

Moving the silence to Rake would result in a similar issue, though now Talon is able to silence a target without risking anything.
