Gnar is.... strong. But i hate - absolutely HATE - playing him because of random ass transformations. So...

New active on hyper: At 100 rage, activate to reduce rage by 10/15/20/25/30. 20/18/16/14/12 second cooldown.

Thoughts?

That's the point of Gnar. You're meant to manage your positioning dependent on when and which form he is in.
