Riot decided to revert the buffs they gave vayne 0.7->0.5 Ad ratio at max rank,
But they did a half ass revert on kog'maw and left him flapping around like a magikarp.

On serious note though, Kog was reverted because he legit just right clicked once and everyone around his target died in a few seconds before they could react, and all that with 0 skill required, so his rework failed completely. Vayne (outside of her current super broken crit state) actually takes quite a decent amount of skill to play. Though I still think Vayne should just have her Q crit removed entirely.

Machine Gun Kog was never picked in LCS. The patch finals was on still had Machine Gun Kog in it and they totally ignored him because he could be easily countered by disengage. Riot said as much in the topic where they were talking about the revert. He was amazing in Dynamic Que and terrible at the LCS level.
It would seem you don't know what you're talking about when it comes to Kog.
