Nerf klepto keenen e cooldown

I played the new garen top and he managed to stack 800 gold from klepto within around 10 minutes. I'm absolutely astounded that he can just spam his abilities on my face then auto and get free gold at no penalty, while e'ing away constantly if i want to fight him at all as a melee champion. Keenen is already disgusting without klepto, but the fact he can get 800 gold within the first 10 minutes without any counterplay is something that needs nerfing. Please nerf his E cooldown, that shit is just unreasonable and allows for no punishment or meaningful interactions in lane at all. Or do something about the fact that klepto keenen can get 800 gold in the first 10 minutes straight up.

u cant touch keenen at all in the entire laning phase because his e cd is so short, the only time i get to touch him is if he e's directly in my face

it's a 14-16 second cooldown level 1, but your right. You didn't have ghost or predator to engage trading flashes benefits him. The mistake was your objective isn't to kill Kennen, but rather to not let him snowball. If anyone takes Klepto it says I'm better than you and I'm taking this rune to prove it. If you were to proxy instead he wouldn't be able to benefit off you and you could potentially steal some enemy jungle creeps. Yea your gonna need to execute some, but it's better to be on equal grounds than allow him to snowball because that's the only way a klepto kennen could stay relevant.
