Here's a way you could help a whole lot of champions in one fell swoop:

Make Rylai's slow stack with champion slows again (only the one who bought it). For those of you who don't know how that used to work, it stacked multiplicatively. Meaning a 40% slow and a 20% slow create a 52% slow (0.6 x 0.8 = 0.48). The stronger the slows, the lesser the gain. An 80% slow and a 20% slow create an 84% slow.

Here's a list of all champions who are likely to benefit from this (if only in tiny ways or with weird builds): Akali Anivia Ashe AurelionSol Azir Bard Cassiopeia Chogath Diana Evelynn Galio Gragas Heimerdinger Ivern Karma Karthus Kassadin Kayle Lulu Malphite Maokai MissFortune Morgana Nami Nautilus Nunu Orianna Rumble Sejuani Singed Sion Skarner Sona Swain Syndra TahmKench Taliyah Teemo Velkoz Viktor Vladimir Xerath Zac Ziggs Zyra

If you look at this list, you'll see some champions who probably shouldn't get a buff like this. Champions who are already strong, popular, and build Rylai's. Others probably wouldn't even notice, champions who still wouldn't buy Rylai's or champions who only one have slow that's situational or on a really long cooldown. Some of them would only notice when they troll innovate, like Support Ashe. The rest of them are champions who are struggling at the moment and could use all the help they can get.

That way, Rylai's wouldn't only be bought by champions who've abused it in the past or need it to function at all anymore. It'd be bought by about 35 more champions who just want decent itemization.

....who the duck build rylaa's on Anivia. I'll have you know i even build it still on Alistar. I don't know about the stacking but i'm pretty sure it's ok where it is. If it were made into a tankier item I would love it so much. It's just not optimal for every mage champ anymore and that's perfectly fine.

Soo, would rylais make ZIleans 99% slow a 100% slow(root)

If Zilean slows you at the same time as one of his bombs go off then the slow would be increased to 99.2% from 99% for 1 second (or less, depending on how long his E is active).

I'm all for this since it would be the best thing to combat the out of control mobility creep in the game.

Then you would only have to do small corrections to the slows on champs who abuse it.

Yeah, they would have to be careful there, though. Buffing items and then nerfing champions who use it can force champions into buying certain items in order to remain effective. It's only OK to a certain degree or in certain cases. Like how you said if the champion abuses that item or needed a nerf anyways.
