Why don't they just restrict the item to melee champs? Even Riot agrees that it doesn't belong on ranged champs.
Yeah having it be less effective on ranged champions would help to curve ranged abuses of this item.
It's passive should be changed to this:
UNIQUE: Dealing physical damage to an enemy champion Cleaves them, reducing the effectiveness of armor by 5% (2.5% for ranged champions) for 6 seconds, stacking up to 6 times for a maximum of 30%/15%.
It will no longer reduce armor, but it will create the same effect as just reducing it. That way, the debuff can at least affect melees and ranged differently as straight up reducing it would help out a marksman hitting the same without it.
Probably because some ADCs can't deal with tanky teams at all. Sion , Zac and Nautilus + 1 adc and 1 ap mid on one team and you aren't killing anyone without cleaver and bork.

Belive me, the issue is not Lucian getting BC, he will stay a problem without that item. He actually has a higher win with Trinity than with BC(https://euw.op.gg/champion/lucian/statistics/adc)
That's why adc were always known to build crit items to fight against tanks. They don't necessarily need armor shred at all if they deal 100% crit damage to tanks and other champs. However, I don't know the numbers for this so its possible armor stops crit somehow?
