It is so arbitrary, what are you gonna do ban guys with high win rates? Please stop making a fool of yourself on boards and work on getting better at the game so you can compete with said smurfs. Your current account is Plat 1, and you are complaining that others are better than you.
They shouldnt get banned because it doesnt violate the terms and conditions. As long as they made the account and leveled it themselves

boosting is illegal, smurfin i guess not, and i read that in time the mmr is adjusted accordingly (dont get me wrong, i dont agree with that because it ruins other people's mmr's in the process)
imo they should just remove ip boosting, as it makes smurfing way too easy, but ofc they will never give up such a high revenue source

Riot doesn't condemn or promote smurf accounts because there is nothing stopping people from creating more even if they start banning them. Its just the nature of a free to play game with no barrier to entry.
