Taliyah is in a pretty balanced spot right now...shes not amazing but shes not unplayable and rylias being her core item once these nerfs goes through shes going to go back to being absoutly UNPLAYABLE and i'm just wondering if you're gonna have some compensation buffs because there is no doubt this is going to hurt taliyahs performance ALOT.
I honestly don't think the 
nerf will affect her that much. A 20% slow on her Q is still pretty decent and the lowered stats wont hurt her too much. She doesn't deal much damage in the first place. She's valued for her kiting and utility.
We'll have to wait and see the effect. She already has great zoning and slows and Rylais might actually be a decent rush item now that it's 600g cheaper. This means you can still get slows and all around stats (even if they're weaker) but now be onto your second item faster. It could also be a greater nerf to other champs' utility than it will for Taliyah (such as Cass), and this may actually make Taliyah's weakness of immobility stronger in some matchups. You can't know what's going to happen yet.
It's only a "definite" nerf if you're planning to have the same build and playstyle you're using already. Save asking Riot for now until you see the effects, and maybe ask what are MY plans after this nerf instead.
