Who is the best scaling top with the new patch?

With Cinderhulk nerfed, who is the best teamfight top now? Sion used cinderhulk but he still has hp scaling. Nasus didn't rely on cinderhulk so that's a buff in a way others were nerfed. Hecarim didn't rely on it either right? Wukong definately DIDN'T rely on it, his ult is what's good not his tank.
