Teemo vs. Rumble + General Teemo advice

Hi all, new to the boards. Sorry if I posted in the wrong section. It's not a short post, so sorry about that too.

Started playing Teemo recently and I've had a killing win-rate in ranked (Silver II and 8W-1L in the past week, of course I didn't do well every game but I hope I did my bit).

I have faced Rumble top twice now - both times ended up losing the lane. First time I had TP and he had Ignite, so I lost the 1v1's, so I could say that some of the fault was in the summoners as well. Second time we both had Ignite and went even every fight. Second time I was able to hold on a little longer before Rumble began to crush me. Both times the lane started out with me bossing him around, and after a few levels, we were even, and around levels 8-11 he just completely started to dominate me.

Both times I rushed Wit's End and Merc Treads. The first time the Rumble gained quite a large early advantage, so he went with a damage build. Second time, he got Hextech Revolver and then stacked MR. I'm assuming that I would've won the lane had he not bought MR.

I can dodge his slows(the second Rumble must've landed all of 3 slows all game), but I can't outdamage or outplay his fire spell. Plus he's got his frustrating(yup, this Teemo is a hypocrite) shield. Plus my blind doesn't really hurt his damage output. In lane at first I am quite aggresive, then as he starts to get stronger and stronger, I fall back into defence-under-my-turret mode, tossing AA's whenever he gives me a chance.

Is Rumble generally strong verus Teemo? If not, am I playing the lane incorrectly? Should I buy some other item? Is there no way to outplay him if he stacks MR against me? General Rumble counter tips?

Second question is more general about Teemo. I'm looking for :

  1. A set of champs that can counter Teemo and what a Teemo should do when faced with these champs. I'm new to Teemo and have yet to face many tops, so I'd prefer to have the knowledge beforehand.
  2. Recommended builds from you all. My current core items are Wits End, Nashors, Seeker's Armguard, boots to counter the enemy top, Haunting Guise. I end the game with Void Staff(sell Guise), Rabadons and if needed, would probably get myself a defensive item instead of Armguard.
  3. Tips/Tricks?

Teemo only does well vs melee with low mobility Garen Nasus Malphite . 50/50 against melee with gap closerRiven Irelia Gnar Jayce . Virtually useless vs ranged mages EliseRyze VladimirYorick

Teemo has generally low dmg output and no sustain, your defense is mainly blind and W, both of which are useless vs ranged mages. First pick Teemo is generally not a good idea.

i struggle a lot with rumble too, and i ussualy go full magic resist against rumble, but my usual build is rushing its liandrys torment (because of the passive, so i get a lot of damage with shrooms/q) then i go penetration boots, then nashor tooth, then void staff or morellonomicon, rabadon and zhonyas or banshee

Teemo is pretty much a niche champion. He counters some champs very well and gets countered very well.

If you are in an unfavorable matchup, you just have to play safe near your tower when your opponent is in lane. When he leaves, just push hard to their tower and start roaming to help other lanes. Putting shrooms down away from your lane can really help your team since the enemy most likely won't expect it.
