I got this message - which is great, I feel like there is some justice in this world! But what does it mean? Does it mean he got a ban? A warning?

Means they got whatever punishment they were next in line to get...
could've been a chat restrict or a ban.
It means your report triggered the system to deliver a punishment, which could be anything from a chat restriction to a permaban
I've only got it one time from a Varus who claimed "the most toxic renekton he's ever seen" when I lost my paitence after 25 minutes of his crap and called him out on it. Literally the moment I leave the postgame, I get the message. As he was spamming in chat about how I was gonna get banned and he wasn't. Man that felt good
I've seen this a few times and every time I think it's some bad message because it takes over the client.
It means they will continue to troll, but it'll have to wait till tomorrow!
It means at one point in time you reported someone for a legitimate violation and enough people reported them and or they continued to break the rules and the system issued them some sort of punishment.
A. No you will never know who got punished. B. No you will never know what punishment they were given.
Not the warning, the warning is pre-judgment. It can be triggered by any report. You get punished only for righteous reports, and in that case the person who triggered the judgment gets the notification you received.

I feel so great when i get this message. Would be great if i got it more than 1% of my games considering i experience toxicity in atleast 50%, but thats none of my business apparently.
