His ratios are terrible, especially for someone meant to be an assassin. All of his damage was pushed onto his ult, but the ult has amazing base damage as-is.
But between his passive, Q, and E, he has plenty of ways to stick to a target really hard. Something along the lines of BoRK + Tank will probably be his strongest build. I'd love to see what Cleaver looks like on him with the speed boost +20% CDR.

DON'T BE DECEIVED! Full AP Ekko is broken right now. He does OBSCENE amounts of damage. AD Ekko wishes he could do 50% of a champions HP with a single Q (more than that on squishies after you have Luden's and Deathcap.)

Ekko is really strong on the PBE. You obviously haven't played him yet.
1081 ap at full build with elixer, 1900 damage to everyone in aoe along with about a 60% max health heal passive proc dealt 750, hit structures for 650 with autos. Unless they severely nerf his ratio's he will definitely be going ap.
Honestly, looking at his kit, it almost seems like you can put whatever the fuck you want on him, it'll work somehow.
