Can ff at 15 be 4 man say yes

just had a game where liss trolled the whole game by sitting at krugs and did nothing. then we tried to forfeit. BUT since 4 of us said no and the troll we were trying to get away from said no, the game continues. I know 4 man premades can abuse it, but then can they just make it to where 4 man premades can have the current way of all 5 saying yes?
