What if Singed's W apllied the ''grounded'' effect?

It's just a thought. I don't know if Singed is in need of buffs or not, but from a lore-wise point it would make sense and I don't see how it would break him since you could reduce the slow or just let it apply only if a target hasn't been rooted (what I mean is that the effect would work only if you failed/couldn't root the enemy, however if you'd root him the target would simply walk away/flash just like live).

I know this is a mechanic that Riot doesn't want to abuse the grounded effect but perhaps Singed is one of the few champions who could use the effect without making it mandatory.
