Riot's thoughts on Ezreal?

TLDR= ezreal is "fine" in the hands of good players, and there are worse case issues, but I hope riot looks at him because he is becoming more and more outdated.

What are the general perceptions Riot has of ezreal right now? I'm curious because overall he's a champion who usually has a win rate below 50% due to his popularity, but his effectiveness even by those who season ezreal players is going down seemingly every patch. And it doesn't seem its because Ezreal himself is getting "weaker". If you play against ezreal he feels fine. You play as him he mostly feels fine.

But I'll say what no one else will or will probably agree with, he feels OUTDATED. Not horribly. not overly outdated, but he's pretty much been nothing but buffed but always falls behind the curve with time.

Right now the meta does not favor him despite BORK being a great item on him and even better now since the changes. this is because bork is at its strongest early, but Ezreal has to rush tear. conversely, his opponents all build bork early which means they sustain through most of his poke making it really hard for him to survive a lot of lanes he easily could without being pushed in or forced out of lane by pure sustain now.

What are the thoughts on Ezreal? Any chance of him getting a mini rework on his W. wave clear given to him in some way? helping his very poor scaling? anything? I know there are worse issues right now, but I love the champ and would be cool to see him updated a bit so he doesnt have to be constantly buffed to be relevant.
