Is Riot no longer confused about what kind of Champion Elise is supposed to be?
Remember when Riot was going "Is she a mage? Is she a tank? Is she an assassin? She can't be all three!"
But as of late, she's basically never even spoken of.

It's because "Is she a tank?" got taken out of the topic. When Elise was typically building full tank despite possessing half a ranged kit and a very aggressive melee kit, she was completely nonsensical and honestly quite unhealthy. Riot managing to make offensive builds significantly more attractive on her has made her strengths and weaknesses quite a bit more focused ("She's squishy" is actually a valid criticism now, yay!) and made her feel a lot more sensible in terms of what she's trying to be. She has a kit that says she wants to do lots of damage, and a build that allows her to fulfil that dream now.
All in all she's been in a really good state in terms of kit health for a long time now, far better than her earlier seasons. Balance-wise she's IMO on the weak end at the moment, however.
They categorized her as a Diver.
She's awfully squishy for a diver.
She has a tool (Rappel) to avoid turret agro, so she can dive efficiently early game (stun, burst, rappel). She is one of these champion that is hard to balance for Riot, because she is very strong at high elo, and weak at low elo. This is because at high elo, she put a lot of pressure early and can make pro-team snowball. This is not as efficient at low elo, where some early kills don't mean much as it is much more messy.
You can look here at the winrate for different elo: http://oce.op.gg/statistics/champion/
Her winrate in Plat+ right now, at least in NA is around 46%.
I think usually the most efficient way is to build her as a fighter (1 or 2 damage items, then tank items), in order to gank early and then be usefull in late-game teamfights.
But I like to think that there isn't ONE right build, but you have to adapt it to your playstyle (personal) and to the matchup (your team composition and strategy and ennemy team composition).
Elise seems in a good spot to me at the moment, what would you like to see? -I personally don't play her yet.
For one, I don't like how cruddy her base HP is. Level 16 with her and with a Protobelt, she only has around 2000 HP. That's pretty low, all things considered.
when they nerfed her human q becuase she was destroying people to fast via 1v1 im like no shyt she is liek the top duelist in the game ....
