The problem with Leblanc is her Cooldown at Lower Ranks and the fact that she doesn't Rush Morello
Her Q: 6 Secs is fine Her W: 18 sec at rank one is too much, Her E: 14 sec is alot at Rank one,
So in other words, if you want to fix Leblanc Problems, and forcing her to not Max W 1st then make her W Cooldown lower at lower rank. Or Tweak her.
Q: 8,7,6,5,4 W: 10 Sec at all Rank E:12,11,10,9,8
