Seriously this wouldn't effect the state of the game nearly as much as it would any other time since juggernauts are out. It would just keep vayne down and make botlane more diverse.

vayne is the most broken adc in the game right now. everytime i see her in a game even if she loses lane hard like 0/7/1 she just afk farms a bit and in late she destroys everything that moves and carries her team so yeah NERF VAYNE TO THE BONE. But i dont agree with buffing the other adc i agree with sth that is already coming: adc items rework.
nonsense. the other adcs are fine. this vayne op nonsense is pure myth. My main adc is caitlyn and i do just fine with her.
and btw vayne is NOT the optimum anti juggernaut adc. kog maw is. another adc i play sometimes.

seriously? did you see how vayne destroy every other champ no matter who they are? Do you want every ADC to be like this or vayne depending on items and having counterplay?
The problem with this is that ADC's got nerfed because of how overbearing they were. 
all got gutted back around the end of S4 with either the ADC itemization change or being nerfed directly. All the ADC's are technically at where they should be, so there shouldn't be any need to buff/nerf them. The only ones who could probably use some love are 
. Lucian needs something mainly because the only thing keeping him down is his low attack range now. MF was fine somewhat, but she still feels like she doesn't offer much later in the game, so there isn't much point in taking her. Ez, Quinn, and Varus only need help if they want to define them only as an ADC. Since they can actually work in other roles (Ez mid, Quinn Top, Varus mid) they are somewhat okay as they are, but as an ADC it hinders them somewhat as well. Quinn and Varus are fine imo, the one who needs love most is Ez.
Like... at least just make her kit scaling make sense!
Bot lane has never felt this unbalanced.
