Reportable offenses

Make non ganking jungler a reportable offense, under the category of afk/leaving game teammate. Because it's impossible to win a game where your lee sin or nunu or whatever (especially early game focused picks) is farming and doing nothing while the enemy jungler ganks every lane and takes dragons.

They're literally NOT playing the game. They're a-clicking from camp to camp.

What if I'm a Warwick and only gank when my ult is up and skip your lane (maybe you're doing really poorly)? Will I be reported because you want a gank and I can't?

What if I'm a Udyr and have gotten every dragon while counterjungling the opposing jungler to nonexistence? Will I get reported for not ganking for you still?

Guess what, junglers can play the game as something other than being a laner's bitch. Please get over it.

Please note I said "-doing nothing while the enemy jungler ganks every lane and takes dragons." This isn't referring to junglers who have to wait for a cooldown or get to level 6. This is about junglers who make no attempt to be part of the game.

The ones to which I'm referring don't gank any lanes, don't ward, don't sweep wards, don't defend towers, don't contest dragon. They do nothing and have no impact on the game in any way other than taking the jungle camps before the enemy jungler does. If someone is literally doing nothing they might as well be afk. And if that shit lasts 20 minutes that's at least half a game, more than likely the entire game that they did nothing. And that shit should be reportable.

Rule #1 in League. Skip ganking losing lanes to get other lanes fed.
You shouldn't play a lane if you have to beg your jungler to gank. If the enemy laner is besting you, stop fighting. Just sit back and farm. That's a lot better alternative than feeding kills.

Did I say once that a lane was already losing? Did I say that anyone begs the jungler to gank? A lane can be winning or going even and then suddenly be even or completely crushed because of a jungle gank. And if your jungler does nothing about it on ANY part of the map, then they're not really playing the game at all, they're just eating xp and buffs.

This isn't about a jungler skipping a gank when skills are on cd or not ganking a very far behind lane, this is about a jungler who does nothing all game but eat camps. Doesn't contest or attempt dragon, doesn't ward, doesn't sweep, doesn't try to gank. Does NOTHING.

If you're dying to enemy ganks, then you gotta ward. If you die even when you have wards up, then you're too aggro or have no map awareness. If you're ahead, even with enemy ganks, you should be killing off at least either their adc or support, making it then a 2v2. If none of that is true, and you're losing the lane severely, then you shouldn't be worrying about your jungler not ganking, but more-so about feeding less and warding more. Report the Jungler for non-communication at the end of the game. Either way it goes, don't go into games expecting your jungler to carry you, regardless if you're being ganked or not. Counter his "not" ganking, and their ganking by warding and playing safe/smart.

Umm, a Jungler who doesn't gank is a reportable offensive. It's call non-communication with team. If they are not communicating or help the team, it's a reportable offense which falls under the same category.
