Can Yasuo's dash mark targets on cast instead of on hit?

When laning vs Yasuo, if I am Syndra for instance, I feel exactly 0 reward for E'ing him out of a dash because he immediately just dashes at me again. Can his dash be changed so that enemy champions are actually rewarded for counterplay?

Well if they did that, Yasuo players would need a higher IQ. If you force them to do more than mash E, It gets out of hand and they cry all over the boards.
